As we open the show, we see Kyle reassuring Jordan that everything they need to do to bring heaven to earth will be worth it. They then go and speak to those new 4400s who have been following them. Jordan says that they will be answering the entire world’s questions today. Suddenly, we see that all of this is something Maia has envisioned. As she scribbles in her book, Tom and Diana are having dinner. Diana is surprised that this is the first time she has had him over for dinner. Tom is grateful for his first home-cooked meal in some time. They turn their conversation to the marked and Meghan. Diana thinks Meghan has been a little “focused” on Tom lately, suggesting Meghan is attracted to Tom. Maia runs into the dining room and tells Tom and Diana that Jordan is about to do something big. She tells them Jordan is in Seattle and that Kyle is with him.

At NTAC, Tom, Diana, Meghan, and Marco examine a drawing Maia made. It supposedly depicts Jordan’s location. As they look at it, they notice patterns. They’re just nor sure what every color depicts, but it is likely representative of information gathered in a government study of some kind.

At the 4400 center, Shawn is in bed with a woman, Kara, whose mother was treated by Shawn. She ends up leaving in the middle of the night because she has to be somewhere in the morning.

When Meghan walks in on Tom as he prepares for the operation in finding Jordan, she expresses her concern for Kyle. She isn’t sure he wants to be helped by his dad, but Tom’s attitude is very positive. In a tender moment, they are about to kiss when Marco enters. He has information about the drawing Maia made. The colors are representative of pollution levels from an EPA study. The map shows that the area is the most polluted area in all of Seattle.

When NTAC arrives at the location depicted on the map, Tom and Diana head to an area and find large portraits of Jordan on the wall. As they approach a row of lights, Tom and Diana fall to the ground in intense pain. Something/someone is giving them a hell of a headache.

The next morning, Shawn receives a visit by Senator Roland Lenhoff, who brings bad news. A reporter has written a story which accuses Shawn of exchanging sexual favors for treatment. The senator wants to hit back at the woman, but Shawn convinces him to hold off for a while until he can speak to her about it.

Back at NTAC, Tom, Diana, and Meghan take a look at the map of the area in which Jordan is in. They have found that the lights Tom and Diana found are encircling a particular location with high pollution and the lights form a perimeter. Jordan then appears on television, where he claims that he and his followers are staking claim in the piece of land, which they will use their powers to remove the pollution and heal it. He asks other 4400s to come and help them, as they can work many miracles together, everywhere. Jordan calls the location Promise City.

Later that day, Tom and Diana receive reports of disasters across the nation. It is clear that Jordan is responsible for causing these mini-disasters in unpopulated areas to serve as a warning to those who would threaten him and his people. Tom then receives a call from Kyle, who tells him he wants to remain in Promise City, despite Tom’s plea to him to surrender to an NTAC agent. Kyle goes on to say that he’s an adviser to Jordan and even explains his ability to Tom.

When Shawn pays Kara a visit, he finds out that she did sell him out to receive money from some people. Kara is badly in debt because she had to care for her mother for so long.

Back at NTAC, Tom tells Diana about Kyle’s phone call. He can’t believe in the prophecy Kyle told him about. Oddly, Diana would like to read the book. Their discussion is cut short when several soldiers enter and inform Tom, Diana, and Meghan that they intend to take Jordan out because he’s a threat to national security. When one of the soldiers demonstrates his ability to become invisible, Tom realizes the enhanced soldier project is still a top priority for the DoD.

In the middle of the night, Maia wakes up from a nightmare of a vision and calls her mother. Diana is told to protect Jordan Collier because if the soldiers are successful, something terrible is going to happen.

At Promise City, Kyle is waiting near the lights because he was told by Cassie to wait there. Isabelle then comes outside and asks Kyle about her own role in this. Despite Kyle’s insistence that she is a necessary part of this, Isabelle is disappointed in not really fitting into a particular role. There is then some screaming in the distance. Maia has crossed the NTAC line and is inside Promise City. She has come to warn Jordan about the soldiers. Concerned about Maia and Kyle, Tom and Diana decide to tag along with the military when they go in.

Inside Promise City, Isabelle and Maia talk a little bit about their age and forgiveness. Jordan and Kyle join them in the room. When Maia asks Jordan if he is a good guy or a bad guy, he tells her to decide for herself. We are then taken to a river, where Jordan asks one of his followers to remove the dangerous chemicals and other pollutants from. The act is recorded on camera for the public to see. When the young woman works her magic, the river is much more clear and Jordan even drinks from it, in a sign to people that it is safe. Maia then tells Jordan about the soldiers who are coming to kill him. Jordan and Kyle have looks of concern on their faces.

Elsewhere, Senator Lenhoff and Shawn talk about the campaign. Promise City and the miracles which are going on will keep Shawn from winning the election in the senator’s opinion. Shawn isn’t very pleased by the senator’s assessment of the campaign.

Back at Promise City, the military has arrived for the hit on Jordan. They disable to lights/beacons and proceed forward. Tom and Diana follow the soldiers in but are found by the military. Tom is cuffed by the military, but Diana escapes for a short time, but is eventually immobilized by one of Jordan Collier’s followers.

Back at the 4400 center, Senator Lenhoff tries to convince Shawn to withdraw from the campaign. Not taking the senator’s advice, Shawn decides to meet with some reporters and answers a few of their questions. Shawn announces he will continue with his campaign and he believes Jordan’s Promise City is just another example of how Jordan wants to create an even wider gap between those with abilities and those without.

With Diana wakes up inside Promise City, Maia is there to greet her. Maia tells Diana that Jordan isn’t the bad guy everyone says he is. When Diana tries to leave, Maia tells her no, because they must stay and protect Jordan. Tom, on the other hand, is trying to get out of the cuffs. He is unable to break out of them, but fortunately Kyle appears with a knife and cuts his father out of the plastic cuffs.

When the military reaches Jordan, they are quickly disabled. Jordan even takes away their abilities. Jordan lets Tom, Diana, and Maia go whenever they want. Worried about a war, Maia lies to Jordan about having a vision of a terrible war. She tries to get through to Kyle and Jordan that he cannot start a war. It looks like she may have been successful. As Kyle escorts Tom, Diana, and Maia out of Promise City, he tells Tom about the book and the fact that Tom’s name is in the list of those who must take promicin.

back home, Maia and Diana talk about Jordan and the war. Maia reveals she didn’t actually have a vision of the war, but she didn’t want Jordan to start a war. She saw that Jordan wasn’t really listening to anything Diana was saying. Diana then receives an urgent call from NTAC.

Back at NTAC, Diana watches the TV monitors and sees that Jordan’s followers are expanding the perimeter of Promise City. The city is now twice the size it was originally.

After the bizarre story twist we saw in the previous episode, tonight’s little twist was a little more understandable and likely. The best way to get on the good side of people is to do good things, and healing the Earth is a simple, yet effective way to do this. The war which Maia describes is interesting. No matter what she says, I don’t think there is any way to avoid some sort of military conflict. There will always be conflict between the two sides.
